In order to thoroughly study and implement General Secretary Xi Jinping's important speeches and instructions on energy conservation, carbon reduction and resource recycling, and conscientiously implement the decisions and arrangements of the Party Central Committee and the State Council, on January 26, the National Development and Reform Commission organized relevant research institutions, industry associations, central enterprises, and key private enterprises in the field of resources and environment to hold a symposium to summarize the work of energy conservation, carbon reduction and resource recycling in 2024, carry out planning, policies, projects, international cooperation and other work docking, and study the key work in 2025. Work results in 2024

The meeting pointed out that in 2024, all relevant units will conscientiously implement the decisions and arrangements of the CPC Central Committee and the State Council, accelerate the comprehensive green transformation of economic and social development, implement a new round of energy-saving and carbon reduction actions in depth, step up efforts to promote large-scale equipment renewal and replacement of old consumer goods with new ones, vigorously develop the circular economy, actively carry out green and low-carbon international cooperation, and achieve remarkable results in energy conservation, carbon reduction and resource recycling. The meeting emphasized the need to raise political stance and deeply understand the importance of promoting energy conservation, carbon reduction and resource recycling from the perspective of achieving high-quality development, accelerating comprehensive green transformation, building a beautiful China, and building a community with a shared future for mankind. We must accurately grasp the current situation and challenges, implement more forceful energy-saving measures, and strive to achieve the energy intensity reduction goals of the "14th Five-Year Plan"; accelerate the establishment of basic systems such as "dual carbon" evaluation and assessment, target task decomposition, and ensure the smooth implementation of dual carbon emissions control in the "15th Five-Year Plan"; implement the requirements of increasing efforts and expanding scope with high quality and efficiency, and continue to enhance the effectiveness of the "two new" policies; focus on breaking through various bottlenecks and accelerating the smooth flow of resource recycling chains. The meeting required that a solid final evaluation of the resource and environment-related plans for the 14th Five-Year Plan be carried out, in-depth preliminary research on the 15th Five-Year Plan be carried out, key policies be implemented, project implementation management and planning reserves be strengthened, green and low-carbon international cooperation be deepened, multi-party linkage and coordination be continuously strengthened, so as to jointly promote greater results in energy conservation, carbon reduction and resource recycling by 2025.
