Hainan Tunchang Green Low-carbon Circular Economy Industrial Park is a green and low-carbon industrial project that Tunchang County has focused on building. As a landmark project of the "Zero Waste Island", the project has been included in Hainan Province's "Fifteenth Five-Year Plan" and will provide important support for the green and low-carbon development of central Hainan.

On April 14, 2025, at the 2025 Hainan Free Trade Port Global Industry Investment Promotion Conference, the People's Government of Tunchang County, China Renewable Resources Development Group Co., Ltd. and Hainan Provincial Supply and Marketing Group Co., Ltd. successfully signed the green and low-carbon circular economy industrial park project.

In recent years, Tunchang County has focused on the "one park, three zones and two centers" industrial space layout, focusing on building industrial clusters such as the green low-carbon circular economy industrial zone, and actively providing service guarantees for merchants in related fields to invest and start businesses. According to the agreement of this cooperation, the Hainan Provincial Supply and Marketing Cooperative System will be the main body , and the Hainan (Tunchang) Green Low-carbon Circular Economy Industrial Park will be used as a platform to integrate the resources of the Tunchang renewable resources industry. The China Renewable Resources Development Group will explore the resource recycling and treatment business of 3C electronic products, automobiles, batteries and other wastes of public institutions and related state-owned enterprise industrial wastes in Tunchang County, further integrate the resources of the province, and help the recycling and utilization of renewable resources to achieve steady development. "The industrial park project will be steadily promoted in a phased construction mode. The first phase plans to invest 1 billion yuan and will be jointly invested and constructed by China Renewable Resources Development Group Co., Ltd. and Hainan Supply and Marketing Group Co., Ltd. " A relevant person in charge of the Tunchang County government introduced that the three parties will actively explore investment promotion and business cooperation, focus on introducing leading enterprises in industry segments such as deep processing of renewable resources and new materials research and development, actively introduce scientific research and innovation teams, build a collaborative platform for industry , academia, research and application, and strive to create a comprehensive renewable resources industrial park that integrates renewable resource recycling, dismantling of scrapped motor vehicles, and recycling and processing of waste batteries and electrical and electronic products.

The industrial park is located in Tuncheng Town, with a planned land area of 1,018 mu . Relying on the only waste incineration power plant in the central region of Hainan Province, it builds a renewable resource recycling industrial base. By building a full-chain closed-loop system of "recycling-regeneration-trading" , it fills the gap in Hainan's large-scale renewable resource utilization and creates a new benchmark for resource recycling.

Research published in the academic journal Sustainability points out that the pollution and waste output generated by the textile industry are staggering, with inefficient waste management and excessive consumption patterns standing as core pain points. Statistics show that 120 million tons of used textiles are discarded worldwide every year, yet less than 0.5% get recycled; the vast majority end up in landfills or incineration plants. Although mechanical recycling is currently the mainstream textile treatment method with relatively low costs, it struggles to process mixed fibers contaminated with dyes, coatings, finishing agents and other pollutants. Against this backdrop, Boston Consult...
